In the NACE MR0175 butt weld survey criteria, what is the acceptance criteria of middle points?

The answer states that since these points are not at the cap, the acceptance level should be 250 HV 10, unless it can be proven that it can be relaxed. Currently, no evidence shows that the 250 HV limit can be relaxed at location points 17, 18, and 19 of Part 2 Figure 2.
