Offshore Installation Regulations 2015, the KP4 report and other important HSE documents

The Offshore Installation Regulations (Offshore Safety Directive) (Safety Case etc.) Regulations 2015 (also referred as SCR 2015) came into force in July 2015, and a recent guidance from the Health and Safety Executive has been published and it is available for download in the HSE website. The SCR 2015 now puts emphasis in operator responsibility in safeguarding the integrity of an installation throughout its life cycle, from design and construction, through operation and maintenance, to decommissioning and dismantling. SCR 2015 includes verification provisions requiring the operator to consider hazards at the design stage to encourage hazard elimination at source or, where this is not feasible, to ensure that risks are reduced to the lowest reasonably practicable level.

In addition to the Offshore Installation Regulations, the HSE also published the KP4 report. Key Programme 4 Ageing and life extension programme is a forward-looking programme of work. Its purpose was to:

  • Raise awareness of Asset Life Extension in the offshore industry of the need for specific consideration of ageing issues as a distinct activity within the Asset Integrity Management process;
  • Undertake a programme of inspections of dutyholder approaches to ALE management;
  • Identify areas for the improvement of ALE management;
  • Encourage the development and sharing of good practices.
